Adopt a Low-Carbon Fuel Standard (TLU Action 1.C.1)

Adopt a Low-Carbon Fuel Standard (LCFS) to reduce vehicular greenhouse gas emissions. This action would establish an emission standard measured in CO2-equivalent mass per unit of fuel energy sold. The standard would be based on lifecycle analysis to account for all emissions deriving from fuel production, distribution, and consumption. This approach recognizes that the "upstream" emissions associated with production and distribution – not just those from fuel combustion – are significant contributors to the overall climate impact of transportation fuels.
